Senate Budget Panel Clears Amended 'California Car' Bill

Football Betting Spread A state Senate committee passed a long-stalled bill to bring California-style car emission standards to New Jersey, but not before adding an amendment that could sink the program before its strictest provisions take effect.

Thought to be the biggest culprit in the increase in global temperatures, carbon dioxide from cars isn't regulated in any other state. If this bill clears California's Senate and governor, it could affect the rest of us in a couple of ways. First of all, California, all by itself, creates nearly 7 percent of global carbon dioxide emissions, with motor vehicles accounting for more than half of that percentage.

Commodity Spread Trading Yesterday's approval by the Senate budget committee dramatically enhanced the bill's prospects. However, the victory was tempered for environmentalists because under the amendment, the standards expire in four years, unless the Legislature acts again.

The bill faces an uncertain future in the Senate. The Senate will not consider small tax extension bills on an individual basis, according to senior tax writers on the Senate Finance Committee. Instead, it would most likely try bundle those bills, such as the AMT extension, to reconciliation instructions for the Fiscal Year 2005 federal budget.

The president, confronted suddenly with economic challenges that include soaring budget deficits and a sharply declining stock market, "Trade agreements create good jobs and economic growth, because they open new markets to America's farmers and ranchers and manufacturers. I urge the Senate to get a final bill to my desk so I can immediately take action that will create jobs and strengthen the economy."

"The incentives provided are not sufficient to help."

Automakers would have to offer enough hybrid gas-electric vehicles to make up 4 percent of their sales in the 2007 model year, and enough ultra-efficient conventional cars to make up 6 percent.
